Acting Sergeant Ryan Newman said a female driver in her 80s, and an elderly male passenger were in the car at the time and it believed that the driver has mistaken the accelerator for the brake.
The car crashed into a electricity charging station and also touched the fence on the town hall, but the building itself was not damaged.
"On site electricians were able to isolate the power within a couple of minutes," Acting Sergeant Newman said.
"It was shear luck that there was no-one walking past at the time, it could have been very serious."
Acting Sergeant Newman said the car suffered only minor damage and was able to be driven away.
"The driver went through all the usual breath tests and had a negative reading. However the driver will now be subject to all the licensing reviews."
Ambulance Victoria said they were called tot he scene, but neither the driver not the passenger required any medical assistance.
