The first priority under the staged resumption will be to re-book tests for those whose appointments were postponed due to coronavirus restrictions.
Tests have been suspended since March 25.
More than 100,000 licensing appointments, including 55,000 drive tests were postponed across the state.
More than 200 new staff will be hired to help work through the postponed appointments.
Testing will resume at all VicRoads testing locations, including Ballarat.
Six new temporary licence testing sites will also be established to increase testing capacity and they will start operating in the coming months.
The locations for these sites and for the extra jobs has not yet been confirmed.

Roads, Road Safety and TAC Minister Jaala Pulford said it would take time to get through the list of those waiting to take a test.
"We know how important it is to have a driver's licence, especially for young people who need it for work or study - and we're now in a position to safely resume testing," she said.
"We've got a plan for doing this safely and as quickly as possible and are grateful for everyone's continued patience."
Health and safety measures will be in place, including cleaning of vehicles used in tests and the use of disposable seat covers, particularly if the customer is using their own vehicle.
Additional safety measures include no more than three people in a test vehicle, the wearing of surgical masks and non-contact temperature testing for at least the next four weeks.
Customers with a postponed appointment will be contacted by VicRoads directly to reschedule their test in the order of cancellation. New appointments will be available once the backlog of postponed tests is cleared.
Australian Services Union secretary Lisa Darmanin said reopening drive tests was good news for VicRoads staff and for everyone wanting to get a drivers license.
"The Andrews Government has worked constructively with the union to make sure the legitimate safety concerns of license testers were addressed," she said.
VicRoads Customer Service Centres remain open but people should not visit unless their matter is urgent.
Heavy vehicle testing and motorcycle tests will continue as they have throughout the last two months.
