Janet Dore was appointed as the City of Ballarat's CEO on June 10, and resigned from her director's position at CHW on the same day, she told The Courier in a statement. She was appointed to the local water authority in 2015.
In the same statement, Ms Dore says she will 'remain a member of the MAV WorkCare board.'
The WorkCare scheme covers 31 of Victoria's 79 municipal councils, and according to WorkSafe Victoria 'provides eligible employers with the option of managing and bearing the costs and risks of their own workers' compensation claims.'
It provides occupational health and safety training and management, risk consultancy, private investigation, medical examination and occupational rehabilitation and claims management services, among other programs.
"The City of Ballarat is not a member of this organisation," Ms Dore said.
"My involvement with the MAV WorkCare board has been declared and there is no conflict of interest. If one was to arise, it would be appropriately managed."

The union representing many of the City of Ballarat's employees, the Australian Services Union, says whoever the council remains outside the MAV WorkCare scheme, it has no problem with Ms Dore remaining on the board of directors.
"So long as there is no move to change the City's insurance arrangements, there's no issue," a spokesperson for the ASU told The Courier.
"And if there were, any conflict would need to be appropriately managed."
Ms Dore also maintains a position on the committee of the NSW Government's State Insurance Regulatory Authority's Compulsory Third Party (CTP) Premium Committee.
