At a time when football competitions and the wider sport community were hoping to have crowd limits eased, the state government on Saturday tightened restrictions.
Premier Dan Andrews announced on Saturday that outdoor and indoor gatherings would be reduced from a maximum of 20 to 10 from Monday.
The limit was increased to 20 on May 31, freeing options for team sport training.
The tightening is in response to Victoria's highest number of COVID-19 cases in more than two months.
While the change does not stop football/netball competitions going ahead, it logistically makes the challenge of satisfying protocols more difficult.
The condition means any spectators at sporting events will be restricted to individual groups of 10.
Social distancing will be required within groups, which are not permitted to interact with each other.
In other community sport measures confirmed on Saturday, full-contact training and competition for the 18-years-and-under age group, and non-contact competition for all ages may resume from Monday.
Indoor sports centres and physical recreation venues, including gyms, will be able to have up to 20 people per space and up to 10 people per group at any time for over 18-year-olds. Changing rooms will be open.
