The league's board met on Wednesday to discuss the move after gathering feedback from clubs over the weekend.
It joined the Hampden, South West District and Warrnambool and District leagues in pulling the pin.
Mininera president John Box said in a statement all clubs - including Penshurst, Hawkesdale-Macarthur and and Caramut - and the board respected the decision.
Box said while no senior football or netball would take place, the league was determined to get juniors playing in 2020.
"All clubs and board members are very supportive and respectful of the decision made by each individual club based on what is in the best interests of their clubs, players, volunteers and supporters," he said.

"The board would like to also acknowledge the time and effort that clubs have invested into endeavouring to achieve a return to play for 2020.
"We are very interested in trying to get a competition up and running for junior footballers and netballers this year, with the possibility of joining in with other leagues." Box thanked the league's fan base and sponsors for their support throughout the pandemic.
"We now look forward to working towards the 2021 season," he said.
