Sigin Koang appeared at the Ballarat Magistrates' Court on Friday via video link from prison.
The court heard Koang is facing five new charges relating to possessing methamphetamine, committing an offence while on bail and contravening a bail curfew.
Koang was released on bail on June 19 and remanded back into custody on June 22.
Magistrate Noreen Toohey said she was disappointed and concerned to see Koang back in custody.
"She didn't even last three days," she said.
"I don't think there is much I can do other than remand her in custody.
"She needs to learn to engage in services that are doing their best to help her or she is going to remain in custody for longer periods of time.
"If she comes out of prison and possesses and uses methamphetamine she is going straight back to prison. She can think about that over the next week.
"It is her choice."
Ms Toohey said she would not sentence or release Koang unless she knew there was a plan in place for housing and support.
Koang's defence lawyer noted the 'remarkable' effort from Berry Street to support Koang.
"I know," Ms Toohey said.
"This is one of those cases where no one can solve this problem other than Ms Koang, she has to do it herself."
