The amendment to the planning permit was approved in June.
"The application comprised an amendment to alter the nature of the proposal by removing one of the approved uses, being a second convenience restaurant and replacing this with a car wash and vacuum bays," a council spokesperson said..
"Included in this amendment is a reduction of nine car parking spaces formerly associated with the second convenience restaurant to accommodate the new vacuum bays, and the display of business identification signage associated with the changed use."
The original permit was originally issued in April 2018 and in accordance with its expiry clause had to have commenced by April 2020 and be complete by April 2022.
