Premier Daniel Andrews has announced a return to stage three restrictions for 31 metropolitan local government areas, but Ballarat has been spared.

From midnight on Wednesday, July 8, people living in Melbourne - in the local government areas listed below - will only be allowed to leave their homes for four reasons, which are working and studying if they cannot do so from home, getting essential supplies, caregiving or receiving, and exercise (within Melbourne).
The restrictions there will continue for six weeks.
The limit of the restrictions to the west will be Melton City Council - see map below.
In Ballarat, the current stage two restrictions will remain - this means no more than 10 people gathering at a time outside, and no more than five people inside a household at a time apart from normal residents.
Businesses will be able to continue with current rules in Ballarat.
It is not known if partners will be able to visit each other if one lives in a restricted area, though the Department of Health and Human Services website's guidelines for currently locked down postcodes mentions this is allowed.
At the press conference on Tuesday, Mr Andrews said people whose primary address is in one of the restricted LGAs must stay at that address, and cannot visit a second home or holiday home.
Schools in Ballarat will remain open, with students returning as normal next week.
It's understood Victoria Police will set up border controls, with a booze-bus type system checking why people are leaving the restricted areas and licence plate recognition. The premier mentioned fines will apply.
It is not known if there will be any restrictions on inter-city travel, for example, Ballarat to Geelong.
Every person must continue to abide by social distancing rules, keeping 1.5 metres from others at all times, and maintain good hygiene practices.
If people are sick, they must stay home.
