It comes as another blow to tourism in Ballarat which has been decimated by the COVID-19 pandemic.
Already in November the Ballarat Show has been cancelled while the Ballarat Cup, scheduled for November 21 looks likely to go ahead.
However, it is not known if crowds will be able to attend the cup.
The Rotary Club of Ballarat and the SpringFest Management Committee said the cancellation of SpringFest was in the interest of public health.

Rotary Club of Ballarat president Alan Campbell said it was with a heavy heart that the cancellation had to occur.
"The COVID-19 health crisis is unprecedented and the ongoing changes to social distancing measures and mass gathering restrictions being made in the best interest of public health, means that we are unable to plan and deliver the 2020 SpringFest Ballarat Event with any certainty," Mr Campbell said.
"It was also important to decide on SpringFest Ballarat now, as many stall holders spend months preparing for the market.
"We thank the community for their support and look forward to bringing everyone together to celebrate SpringFest Ballarat when it returns bigger and better in 2021 - Sunday 28th November 2021."
Traditionally the event attracts around about 35,000 visitors with 540 stalls positioned all around Lake Wendouree.
Every dollar raised from SpringFest is placed back into the community via the Rotary Club and it's partners.
SpringFest Coordinator Nicole Bartlett said an alternative opportunity for an online event was being considered.
"We will have more details on how the public can support and get involved over the coming weeks." Mrs Bartlett said.
