An open-road design is 50 years out of date.
Council should also consider the cost of the changes -versus- covering the mall with a roof, closing in each end and laneways with doors and glass.
I know that the road foundations below the paving are very poor and road building costs will be exorbitant.

When cities overseas are creating more automobile free zones, Ballarat wants to go backwards and reintroduce cars into a pedestrian mall.
If the council wants to spend money, then reintroduce trams. Woodmans Hill to Lucas would be a good start.
