Bryce O'Donnell appeared at the Ballarat Magistrates' Court via video link from prison on Tuesday for a sentence indication.

Police prosecutor Leading Senior Constable Steve Kent said the alleged offending stretched from March 2019 to February 2020.

The prosecution summary of the alleged offending is so lengthy the court ran out of time to hear the entirety of the matters on Tuesday and the case was adjourned.

The first alleged offence relates to March 2019 when police attempted to intercept O'Donnell who was driving 75km/h in a 60km/h zone in Golden Point.

When police activated their lights and sirens he allegedly sped away at about 110km/h on a wet road, before clipping a gutter and crashing the car.

Analysis showed the presence of an illicit drug in his system. The car he was driving had allegedly been stolen from the Ballarat Railway Station carpark the day before.

A large number of charges relate to alleged car thefts, number plate thefts, petrol drive offs and dangerous driving to evade police between November 2019 and February 2020.

Police summaries allege O'Donnell targeted Nissan Pulsars and other cars parked in public car parks including Stockland Wendouree, a staff car park at Crown Casino, other shopping centres and on streets outside of homes.

The court heard fingerprint analysis and CCTV footage had linked him to a number of stolen cars.

O'Donnell is accused of setting one of the stolen cars alight and committing one of the car thefts at the Crown Casino staff car park with his mother.

The court heard he allegedly visited Ballarat car yards a number of times to steal registration plates.

Leading Senior Constable Kent said O'Donnell allegedly sped on the wrong side of the road into oncoming traffic while driving a stolen car in February to evade police, forcing a road user drive off the road to avoid a collision.

Eight days later police attempted to block O'Donnell from reversing out of a driveway, but O'Donnell allegedly drove over the footpath, sped away and reportedly continued driving erratically on the Western Freeway.

The court heard O'Donnell has never held a drivers' licence.

He is also accused of committing family violence, stealing from Aldi and committing offences while on bail.

Defence lawyer Eleanor Millar said some of the charges were contested and O'Donnell was seeking a sentence indication on whether the contested charges would add much to his overall sentence.

She said her ultimate submission was O'Donnell would benefit from a community corrections order.

The case was adjourned and will return to court on July 22.
