Plans submitted to council for 7-9 Grenville Street show a 566 square metre space inside the building, which was previously used as a voting centre during the federal election last year.
The application calls for a change of use to a restricted recreational facility (gym) and minor alterations, as well as a proposal for exterior signage.
It's noted the gym would be open from 5.45am to 8pm for classes.
Other Body Fit Training gyms operate in Bendigo and Geelong, part of a network of 46 across Victoria, the application states.

Before it moved to Sturt Street, the building was previously Provincial Home Living, and is next door to the site of the former Plaster Fun House, which was destroyed by fire in 2014.
