Matthew Dean Hind was filmed hooning in a Holden Barina before he lost control, causing the vehicle to rotate and unable to be driven any further.

During the driving, which lasted a number of minutes in May, residents came out of their houses to look at what was happening.

Hind, who has never held a full driver's licence, was behind the wheel of the Barina and a passenger was seated beside him.

Hind's hoon driving was captured on a resident's CCTV, while a nearby business owner filmed him on his mobile phone.

When the Holden Barina became inoperable, Hind and his passenger pushed it until they arrived outside his grandmother's house.

Ballarat police located Hind and his passenger getting into another vehicle in Evelyn Street, Wendouree. Hind told officers an incorrect name but a bank card with his correct details was found in his wallet.

A search revealed Hind was in possession of drug paraphernalia, including an ice pipe, several empty bags and clear liquid which turned out to be 27.5 grams of methamphetamine - nine times the traffickable quantity.

A breath test did not indicate the presence of alcohol, but an oral fluid test showed Hind had methamphetamine in his system.

At the time, Hind was breaking COVID-19 restrictions because he was carrying out non-essential travel and he was with someone he did not live with.

His vehicle was impounded at a cost of $1495.

The father-of-three described himself as a "binge drug user" and said the hoon driving occurred after he had been drinking alcohol with mates and the situation escalated. He had been going through a relationship break-down.

In an earlier incident on December 22, Hind stole a white utility, which did not have registration plates, from a Talbot property. The utility was located weeks later with flat tyres in Wendouree West.

In sentencing Hind on Thursday morning, magistrate Noreen Toohey said Hind had 21 pages of prior criminal offending, which included a prison sentence in September for dangerous driving in a police pursuit.

"He has never held a driver's licence and yet he thinks it's perfectly healthy for him to drive a motor vehicle," Ms Toohey said.

"I repeat, he has never held a driver's licence."

The magistrate said Hind had support from family and had employment when released from prison.

Hind was sentenced to a two-year community corrections order with conditions he be monitored and complete treatment and assessment for drug and alcohol issues. He was disqualified from driving for 12 months and fined $1500.

"If he continues to re-offend in this way, you will receive lengthy jail terms," Ms Toohey said.

Hind, who was in custody for 81 days, pleaded guilty to pleaded guilty to 10 charges including drug driving, driving while disqualified, car theft, and possessing a traffickable amount of methamphetamine.
