Premier Daniel Andrews provided more detail on what Melbourne's stage four measures would mean for industry across the state on Monday afternoon.
In a document provided to media, it states that racing can continue "under strict bio-security protocols with the minimum number of essential participants necessary to undertake the activity safely".
"The daily care and exercise of all horse breeds and greyhounds can continue, including to support racing, trialing and training, breeding and re-homing," the document read.
All three codes already have strict protocols in place and have for some time. These safety measures include meetings being closed to the general public, except for some owners being allowed on course for thoroughbred race-days.
