Association president Scott Walker said he was hopeful the competition would begin in its usual time slot in October, however it was unlikely given the COVID-19 situation.
"Cricket Victoria feels based on what's happening, mid-November is more likely," he said.
Last week the state government imposed stage three lockdown restrictions on regional Victoria, effectively putting a halt on community sport.
Walker said the association would consider playing a condensed season, should the need arise.
"We have a process where everyone plays each other once, then we split the league into two," he said.
"If we can get that structure happening again that would be fantastic, but if not we will have teams play each other once with no split division."
The association will hold its AGM in two weeks.
