Linking up to the pedestrian crossing on Eastwood Street near Grenville Street, the shared path follows the Yarrowee along Anderson Street East.
The $380,000 project, funded by the City of Ballarat with support from Regional Roads Victoria, is part of council's Cycling and Pedestrians Connections project.
Maintenance on the retaining wall along the river, fencing, and upgrades to the car park were also completed.
The upgraded track runs from Eastwood Street to Steinfeld Street North.
A council spokesperson said in a statement "further extensions to this cycle path will be made in future" - this includes along Grenville Street to link with the Bridge Mall redevelopment, and a bike path link from Ballarat Station to Wendouree Station along Armstrong St and Macarthur Street.

City of Ballarat deputy mayor Belinda Coates, a keen cyclist, said the continuing expansion to Ballarat's safe cycling network is something she's "pretty passionate about".
"To see the pieces of the puzzle finally coming together is really positive," she said.
During stage three restrictions, local exercise is one of the four reasons people are allowed to leave their homes, which has led to more people cycling across town.
Cr Coates said these separated bike paths were crucial for encouraging more people to get on their bikes - this infrastructure helps build confidence for newer riders as well as increase safety for all road users.
"We're still seeing a really big surge in people riding their bikes, and people of all ages - a lot of older people are reconnecting with the joy of cycling, as are families with children," she said.
