The track is rated a heavy10 after a stewards inspection of the track early on Sunday.
The latest dowpour took the past week's reading at Sportsbet-Ballarat to 72mm.
Six races feature on the all-jumps day, with the $350,000 Grand Natiponal Steeple the last event.
There are just three scratchings.

A track inspection by Racing Victoria stewards early on Sunday will determine the status of the Grand National Steeplechase meeting scheduled for later in the day.
Stewards gave the heavy10-rated track a tick of approval on Saturday after 16mm of rain overnight.
This took the rainfall at Ballarat Turf Club to 41mm for the week.
BTC chief executive officer Belinda Glass said the afternoon inspection found track was safe for racing.
She said Sunday's inspection would take place before the deadline for scratchings.
More rain is forecast for overnight.
Six hurdle and steeplechase races will make up the meeting - the last of the jumps raving season - with the $350,000 Grand National Steeplechase, 4500m, the last event.
RAIN has forced the last four races at Moonee Valley gallops on Saturday to be abandoned, with surface water on the track.
