Premier Daniel Andrews says regional Victorians can expect different rules to people living in Melbourne when new restrictions are announced on Sunday.

With the new rules set to be announced publicly this coming weekend, Mr Andrews says there is highly likely to be a clear distinction between regional Victoria and Melbourne.
What exactly the differences will be remains a mystery, with little known about how the new restrictions will operate.

He also hinted at differing lockdowns within regional Victoria.
The news comes as Mr Andrews said Ballarat was down to five active cases, having been at six for the last week.
There has not been a new case in Ballarat recorded since August 24.
"On Sunday I will speak about two roadmaps, one for regional Victoria and one for metropolitan Melbourne," Mr Andrews said.
"Regional Victoria will have a different timeline and different roadmap to metropolitan Melbourne.
"It will be based on science, evidence and the best of medical advice."
The are currently 139 cases in regional Victoria, 50 of which are in Geelong.
The next announcement will be made on Sunday, September 6, with current rules expected to be in place until at least September 13.
"There may be some things that will be allowed in regional Victoria that might not be allowed in metropolitan Melbourne," Mr Andrews said.
"Today's not the day to speculate or go into that detail.
"It's about a series of stages, it will not include definitive dates."
Victoria has reported 70 new coronavirus cases and just five deaths in the past 24 hours.
It continues a steady decline in cases, as the state hopes of re-opening soon.
The deaths take the state toll to 570 and the national figure to 677.
