In a media statement, council's chief executive Janet Dore said Sean Portelli, formerly interim business services director, will take over the corporate services director role.
Andrew Prestage, formerly council's people and culture acting executive manager, will take over that role permanently.
Both men will begin their roles immediately.
Ms Dore said they are "committed to changing the culture of the City of Ballarat", with "integral" roles in leading and implementing the Action Plan resulting from the Organisational Governance and Cultural Assessment review.
"The City of Ballarat received a number of high quality applications for these positions. This recruitment process has been conducted by an independent and reputable recruitment company in line with the City of Ballarat's Recruitment and Selection Policy," she said in a statement.
"I would like the Ballarat community to rest assured that Sean and Andrew bring with them a wealth of skills, knowledge and experience that will enable the City of Ballarat to better deliver on council's commitments and the community's expectations."
Recruitment for several more roles are under way - these include infrastructure and environment director, community wellbeing director, and development and growth director.
Recently, council announced Natalie O'Brien, formerly of Ballarat Regional Tourism, would be appointed in a temporary role as head of tourism and strategy, while last month, Pete Appleton was appointed acting director of community well-being.
