Bridget Wetherall will start in the director of infrastructure and environment position on October 19, after leaving her current role as executive manager of environmental services at Central Highlands Water.
In a media statement issued on Thursday afternoon, interim CEO Janet Dore confirmed the appointment.
The release says Ms Wetherall holds a degree in environmental engineering and a graduate diploma in environmental law.
Her most recent role involves leading the operations and strategic management of environmental assets and services at Central Highlands Water.
Ms Dore wrote: "Bridget is passionate about Ballarat and is looking forward to working hard to deliver sustainable environmental and infrastructure outcomes for our community."
Ms Wetherall is also expected to take a lead role in putting in place changes recommended by a governance and cultural review carried out by external consultant Susan Halliday.
Darren Sadler had been acting in the director's role since the resignation of Terry Demeo in May in the wake of a critical Ombudsman's report.
It means half of the four new director roles have now been appointed, following the announcement of Sean Portelli's successful application to the director of corporate services position earlier this week.
The entire executive team that was in place at Ballarat City Council prior to the release of the report on May 16 has now left the organisation.
Moves to recruit a new, permanent chief executive officer are now also in train with the City requesting expressions of interest from recruitment firms for the process.
The appointment of a new CEO will be one of the first tasks facing the new council, which will be elected next month in the local government elections.
A new chief executive is expected to be in place early next year.
