The school's enrolment has trebled over the past nine years to about 450 pupils bursting the seams of the 1.6 hectare site, where schools of comparable size are on about 3.5 hectares.
The school crush has put pressure on playgrounds, classrooms, car parking and roads surrounding the school resulting in a growing number of potentially dangerous incidents.
The school currently has 16 classes and no space for a 17th despite numbers growing an average of one class a year.
The new site will annex about 3.6 hectares next to the existing school making it about 5.2 hectares overall - about the same size as new secondary college sites according to Miners Rest Primary School principal Dale Power.
Western Victoria MP Jaala Pulford, said the upgrade would deliver a 21st century education to pupils in Miners Rest..
"Upgrading Miners Rest Primary School will give local students access to great classrooms and facilities - because you can't deliver a first-rate education in second-rate classrooms," Ms Pulford said.
The Miners Rest Primary School development was a state election commitment. $4.5 million was budgeted for a masterplan in 2018. The full commitment was announced in August last year.
