Daniel James Marlow, 32, is charged with dangerous driving causing death, dangerous driving and careless driving.
Mr Spenceley was killed while riding along Creswick Road at Clunes on March 24, 2019.
Marlow, from Black Hill, was charged with the three offences in November 2019.
Marlow's defence barrister Glenn Casement and crown prosecutor Matthew Senia appeared on the Online Magistrates' Court on Monday, to confirm the committal hearing will proceed online.
It is scheduled for a half day hearing on September 30.
Mr Casement will cross-examine two civilian witnesses, an expert reconstructionist and the police informant.
Marlow will appear online for the hearing.
Committal hearings have not been running physically at Ballarat court since COVID-19 hit to reduce the number of people in the building.
A number of committal hearings have been heard online, including the high profile case of horse trainer Darren Weir.
Evidence against Marlow will be tested throughout the hearing and the magistrate will determine whether it should go to trial in the County Court.
Mr Spenceley was a dedicated CFA member, who had been in the service both as an employee and volunteer since 1982. He was involved in the Creswick Football Club.
