Speaking on Friday, Premier Daniel Andrews confirmed the two new regional cases, but said they would not count towards the 14-day average, nor the mystery case count.

It was not revealed exactly where in the regions the people were from, but they acquired the virus in the metropolitan region.

Mr Andrews said the two people were tested in Melbourne, but their home address on their driver's licence was technically in regional Victoria.

They have not recently returned to regional Victoria.

They are two of 14 new cases confirmed in the 24 hours up until midnight last night

Including those two cases, there are 11 active cases in regional Victoria, one more than yesterday.

As of Thursday, the regional active cases were in: Colac (2), Latrobe (2), Macedon (2), Geelong (1), Moorabool (1), Bendigo (1), Horsham (1).

There has not been an active case in Ballarat for more than two weeks.

The statweide avtice cases dropped below 500 for the first time since July 3, falling to 482.
