Creswick Bowling Club president Gerry Flapper said he was concerned the sport's older players might not cope well with wearing masks while playing.
With some players aged in their 80s and 90s, Flapper said masks might make it difficult for them to breath out on the green.
"I'm a couple of years off 70 and I have trouble breathing through those masks," he said.
"I can only imagine what it's like for an older person.
The BDBD last week finalised a COVID-safe document, which was sent out to clubs on Friday.

The document outlined a raft of health measures clubs will be expected to carry out to help protect players from the COVID-19 pandemic - one of which was face masks.
People will also be appointed to handle the jack and pick up mats when bowlers change ends to further avoid the spread of germs. Flapper said he was at a loss for how it was all going to work.
Further, he worried elderly players would not be able to hear instructions from skippers if voices were muffled underneath masks.
"You're talking about 70 or 80-year olds with an elderly skipper at the other end," he said.
"I know we've got to look after these players, but we're not like other sports which have younger players that can put up with this sort of thing.
"It's going to be a difficult season that's all I can say."
Meanwhile Ballarat Memorial Sports chairman Kevin McLean was less concerned, saying the new rules would only be little obstacles to overcome.
He said the club might have to look at investing in products to prevent glasses from fogging up.
"Our members are just pleased to get back and have a bowls season," he said.
"We've been waiting a fair while for news as to when it may start and now we have a start date.
