Allen has been booked to partner the Aidan O'Brien-trained three-year-old, which is on the fourth line of betting ($17) for the race on November 3.
Santiago's most recent run was a fourth placing in the group 1 St Leger (2921m) at Doncaster. He will carry 53.5kg in the Melbourne Cup and is set to board a plane in Europe this week.
"Obviously I keep a pretty good eye on racing back home. He definitely looks an exciting horse," Allen told racing.com.
Allen is a multiple group 1-winning rider and claimed the 2018 and 2019 Ballarat Cup aboard Kiwia.
