The likelihood of at least a small gathering on course for the Ballarat Turf Club's feature day is increasing with news some registered thoroughbred owners can return to regional Victorian racetracks from next Monday.

Racing Victoria and Country Racing Victoria confirmed on Thursday that owners who reside outside metropolitan Melbourne will be given the opportunity to attend regional race meetings when their horse is engaged to compete.

In relation to the Ballarat Cup meeting on November 21, BTC chief executive Belinda Glass said the club was awaiting industry and government advice.
"It is speculated that the club may be able to host up to 500 people outside on Sportsbet Ballarat Cup day," Glass said.
"There is a lot to work out to determine just how that looks and if owners will make up over half of that number.
"Any crowds on course is obviously subject to the COVID case numbers remaining low.
"On Sportsbet Ballarat Cup day, BTC will tailor the owner experience to ensure that we can cater for the maximum number permitted, which at this point would be up to 30 owners per race."
BTC has two meetings before the Cup and Glass said the club would likely limit attendance to 10 people per race (and not the 30 permitted) on October 22 and November 2.
The club is unlikely to offer hospitality on these days and owner attendance will be limited to approximately one hour on-course.
