Education Minister James Merlino announced a $250 million package to recruit and deploy more than 4100 tutors to support more than 200,000 students across the state in the 2021 school year.

"This is the single biggest boost to individual learning in our state's history," he said.

"We're dealing with a one-in-100 year pandemic and we are responding in an unprecedented way.

"If your child has fallen behind, we will bring them back up to speed."

Mr Merlino estimates about 80 per cent of the tutors will be women and the tutors will be teachers who are currently retired, pre-service or casual relief in schools.

These additional tutors will be "over and above" the existing workforce and the package is looking at providing around three group sessions with up to six students, but schools will make the final decision based on their students' needs.

Mr Merlino said every government school would receive funding for the package which would be weighted on disadvantage.

There will be $209.6 million for government schools to employ 3500 tutors for the 2021 school year.

There will be $30 million for Catholic and independent schools to employ 600 tutors and there will be a further $8.6 million for Koorie support workers and 60 multilingual and bi-cultural tutors for students where English is not a student's first language.

Meanwhile, Victoria's new cases numbered in double digits for the sixth-straight day on Tuesday, with 12 confirmaitons.

Melbourne's 14-day rolling case average has risen back to 10 and the city's mystery cases are also up by two to 13.

The regional figures remain steady at 0.4 and none.

In the regions, there is one new case in Geelong, but Premier Daniel Andrews said it was a "previous positive" case that had been re-tested. Similar to last week's Mildura case, it is expected to be cleared in the coming days.

Aside from that case, there are five COVID-19 cases in regional Victoria, all of which are in the Mitchell Shire.
