The two occupants of the vehicle, who were both from different households, were quickly intercepted by police on Monday.
The pair, whose car was one of 26,796 vehicles pulled over at checkpoints in the past 24 hours, said they were visiting family in Ballarat.
Police say the driver tested positive to drugs and gave false information.
The men were two of 26 people who breached Chief Health Officer Brett Sutton's directions in the past 24 hours. Police conducted 2119 spot checks at homes, businesses and public places across the state, bringing the total to 507,455 since March 21.
The last known breach involving the Ballarat region was a Melbourne man who said he was going gold prospecting in Ballarat.
Before that, a Melbourne man drove to Ballarat twice for some "fresh air".
