The state recorded one new case and no deaths in the 24 hours to Friday.
Victoria's rolling 14-day daily new case average sits at 5.8: 0.3 in regional Victoria and 5.5 in Melbourne.
There are now two active cases - down from three this time yesterday - in regional Victoria, both in Greater Shepparton.
"We are very well-placed to make some significant announcements on Sunday," Mr Andrews said at Friday's press conference.
The premier outlined two sets of changes to restrictions on Sunday, October 18, the first of which came into effect that night and the second being scheduled for November 1.
But at that time, Mr Andrews said the government would consider bringing in the second lot of changes earlier, depending on what occurred during this week.
On Friday, he said authorities would evaluate the data and determine what changes could be introduced on Saturday night.
But Mr Andrews said he was confident the state was on the right track for new restrictions to be announced on Sunday.

Department of Health and Human Services testing commander Jeroen Weimar revealed on Friday that the wastewater testing program had detected traces of the novel coronavirus in Ararat.
Ararat, which has had seven cases in total, has no known active infections.
Mr Weimar said the traces could be the result of an old case still shedding or a visitor.
Traces have also been detected in untreated wastewater at Gisborne, Kilmore, Shepparton and Colac, in line with known recent cases.
In a release, chief health officer Professor Brett Sutton said the most recent cases in the Gisborne area, including Macedon, Mount Macedon and New Gisborne, were approaching the end of the virus' typical shedding period.
