The policy will mean clubs which finish at the top and bottom of their respective divisions this season will stay put for the following year.
BDBD president Marilyn Blake said given the uncertainty and lack of preparation brought about by the COVID-19 pandemic, clubs voted to amend the rule.

"It was mentioned to us in July from presidents that we consider having no promotion or relegation this year and because of the nature of the season, and we voted in favour," she said.
"The important thing for us is to get 14 rounds of pennant in and we will be very thankful for that."
Blake confirmed promotion and relegation rules would be waved for this season only and would be re-implemented for the 2021-22 season.
She said clubs received the decision well.
"There were people for and against it but the majority won the vote," she said.
"It's a very unusual season because it is only one and a half rounds and it's luck of the draw who clubs play twice."
Last month the BDBD postponed its summer pennant competitions until November.
The midweek pennant will begin on Tuesday, November 17, and Saturday pennant on November 21.
In addition, what had previously been known as Monday pennant will now be played on Tuesday.
