Premier Daniel Andrews announced the border between regional Victoria and metropolitan Melbourne would be lifted from 11.59pm on November 8, meaning residents would be allowed to travel anywhere in the state for any reason.

The Department of Transport confirmed there would not be any limits on the number of people on board trains due to the risk of overcrowding in other areas like train platforms.

But commuters would be required to wear masks while travelling and practice social distancing where possible.

"We're doing everything we can to prepare the network for people to return to public transport," a Department of Transport spokesperson said.

"We've already implemented a number of very significant measures to help people travel safely.

"With mandatory mask wearing and a public transport service that is the cleanest it's ever been thanks to regular deep cleaning, Victorians can return to V/Line services with confidence."

V/Line trains have been cleaned every night since the pandemic started in March, with additional cleaning also taking place at regional train stations during peak travel periods.

More than 300 hand sanitiser units have been installed at key locations across the public transport network.

The Department of Transport encouraged passengers to plan ahead and travel outside of traditional peak hours where possible as those services were likely to have less patrons.

The department has also started trialling new technology to provide information about congestion on trains, buses, and at stations.

That trial could be expanded to V/Line services in the coming months.
