Basketball Ballarat acting chief executive officer Mark Valentine said the city would be interested in hosting games subject to everything falling into place in the COVID-19 environment.
He said the possibility had been fleetingly raised with Basketball Ballarat, but there had been no formal discussions.
Bendigo is also believed to be under consideration as a venue.
Victoria is reportedly the leading contender to be the base for a hub if one is required to get an NBL season up and running early in the new year.
There is a chance the NBL might not need a hub if COVID-19 restrictions continue to ease, but a contingency is under consideration.
Valentine said it was just a matter of waiting to see what eventuated.
He said there was every possibility that all games could be played in Melbourne as part of a Victorian hub. - without the need for nine teams to travel into regional Victoria - especially now that metropolitan and regional areas were now under the same restrictions.
And there will almost certainly be a greater easing of restrictions by the new year.
The new Ballarat Sports and Events Centre has already hosted a NBL pre-season game, with Melbourne United and Illawarra Hawks clashing in September last year.
The WNBL has already set up a hub in northern Queensland for a mid-November season start. The regionally-based competition will be played in Cairns, Townsville and Mackay.
Meanwhile, Basketball Ballarat's competitions remain on hold with contact sport still not permitted indoors.
Indoor venues in Victoria are restricted to non-contact activities for 18 and unders, with participants required to remain at least 1.5m apart.
Basketball Basketball is preparing to allow limited numbers on indoor courts for shooting practice.
