However he said it was possible not all players would return.
"The ideal situation would be to honour everybody we offered a contract to last year, but it probably won't be the case and we'll have to see how things pan out," he said.
"For me, we had a great bunch of guys and I'd love to be able to bring all of them back."
The club's 2020 roster featured several players which led the team to the top of the ladder in 2019. While it was likely a bunch of those players would return, Joyce made no promises regarding restricted players.
"I'm a big believer in making sure our Australian talents are prioritised," he said.
"I've always said you build your team around your Australian content.
"You find Americans will come out and play at this level as a stepping stone and and long-term prospects, so it's logical to build your team around local players and fit in imports around that."
Adding to next season's uncertainty is the fact that the NBL1 season might be played alongside the NBL season, which has been delayed until January due to the COVID-19 pandemic.

Joyce said indications were that the NBL1 season would likely begin in April or May, which could potentially create a crossover with the top tier. It is unknown what that would mean for players who play in both competitions.
"There hasn't been clarification on that, but we are anticipating crossover may be the case, so that could impact on the availability of some players," Joyce said.
Miners point guard Sam Short is one such player who is also under contract with an NBL club.
Last season he completed his third season as a development player with Melbourne United and signed on again for the upcoming NBL season.
Short's Miners teammates Deng Acuoth and Kuany Kuany are also on the fringe of NBL selection and might be unable to return if they earn starts in the top grade.
"The season will probably start late April or May which gives us a bit of time to prepare, but everything is up in the air now with the NBL, so that does impact," Joyce said.
