He is joining former North Ballarat Rebels teammates Ben Lusby and Jackson Carrick at South Barwon in the Geelong league.
Carrick is making the move from Darley, while Lusby is a former East Point player and has been at South Barwon since 2017.
Simpson, 22, played his junior football with East Ballarat, making his senior debut with East Point in 2015 - his second of two years with the Rebels.
North Ballarat Roosters added him to their VFL list in 2016 and took on North Ballarat as his home club.
His 2019 season was interrupted with a hamstring injury sustained playing for Ballarat against Hampden in the AFL Victoria Community Championships.
Carrick, who also spent time with the Roosters in the VFL, played his juniors and first year of senior with CHFL powerhouse Hepburn before joining Darley in 2017.
Carrick played as key defender in Darley's 2017 premiership side despite being a leading goalkicker as a junior in the CHFL.
