There will be up to 120,000 of the vouchers, costing a total of $28 million.
Premier Daniel Andrews announced the Victorian Tourism Recovery Package on Wednesday ahead of the November 24 state budget.
Victoria's tourism sector is reeling from the bushfire crisis at the start of the year and then the effects of the coronavirus pandemic, particularly Melbourne's 112-day lockdown that cut off the city from the rest of the state.

"There's never been a more important time to make an investment of this nature," the premier said.
Victorians can apply for the vouchers as long as they spend at least $400 on accommodation, attractions or tours in the state's regional areas.
The scheme is due to start next month.
The package will also feature $149 million to build new visitor accommodation, improve tourist trails and marketing for food and wine.
There will be a $150 million regional tourism investment fund and a $58 million marketing boost for Visit Victoria to promote the state nationally.
More than $47.5 million will also be spent on visitor infrastructure along the Great Ocean Road.
