He moves after one season with Lakers to join Nirranda.
Carlin played junior football at Hampden league club Terang Mortlake before graduating to the Greater Western Victoria Rebels.
The midfielder spent two seasons with the Rebels, representing Vic Country under-18s in 2018 after doing the same at under-16s.
He also earned a spot on the Werribee VFL list in 2019, making three appearances while having Lake Wendouree as his home club.
Rising Star Award Scott Carlin impressed in his first and only Ballarat league season on the field at CE Brown Reserve, being named the club's rising star.
Carlin's departure is a significant loss for Lakers, having been part of a group of emerging talent.
Carlin joins Kynan Raven (Carngham-Linton) as youngsters leaving Lake Wendouree as it looks to build on a youthful midfield after losses at end of 2019.
