Horne will join Jack Fowler at the Maryborough Castlemaine District league club Maldon in 2021.
It's understood Horne and Fowler want to return to their old club to try win a premiership for the late Scott Whitehead, who passed away this year. Whitehead is Maldon's last flag-winning coach.
Horne and Fowler joined Hepburn ahead of the 2019 season after playing in a premiership with Loddon Valley league club Newbridge.

Horne, a midfielder with TAC Cup and VFL experience, suffered a badly broken nose early in his time with Hepburn and sported a protective face mask in his return to the field.
He eventually played 16 senior games for the Burras and was one of the team's best in the grand final loss to Waubra.
Horne was picked as a midfielder in the Central Highlands Football League team of the year.
Hepburn will be coached by Shane Robertson and Jason Olver in 2021.
