Commerce Ballarat chief executive Jodie Gillett said there had never been a more important time for people to do their Christmas shopping locally, checking out the city's retail offerings after long months spent shopping just online.
"I'd really encourage everyone to think about where they spend every dollar at the moment," she said.
"Our retailers, like most of our Ballarat businesses, have reacted incredibly well to a difficult situation."
"We've lost a lot of jobs through the pandemic, and we want to save every job we possibly can, and create new ones."
With the announcement of limited capacities at offices, Ms Gillett said she hoped people returning to work on-site would also begin spending money in the CBD.
"They'll be in town and spending their lunch breaks shopping and buying coffee," she said.
"I'd encourage everyone to get out and look around, we've got some amazing unique retailers, get out there and find them."
