Ten of 11 clubs want to bring forward a change in age groups from odd to even years to this year.
The BFL board is standing firm by its decision to make change to under-11, 13, 15 and 17 age groups for 2022.
The clubs stated late last month that they were considering forming a breakaway junior football competition if the change was not made.
Bacchus Marsh, Ballarat, Ballarat Storm, East Point, Lake Wendouree, Mt Clear, North Ballarat, Redan, Sebastopol and Woady Yaloak are pushing for the change now.
Darley is the exception.
