The three-vehicle crash occurred just after 9am in the southbound lanes of Gillies Street, near the Ballarat Lifestyle and Aquatic Centre.
The two Ballarat-bound lanes were blocked to traffic as emergency crews cleared the scene.
A blue station wagon sustained serious damage to its rear, having seemingly been struck by a following tow truck, which was carrying a four-wheel drive.
Then, another tow truck travelling further behind appeared to have collided with tow truck in front, also suffering minor damage to the front.
