Ballarat Blue held out Gisborne by six runs in a final which went down to the wire at St Albans on Sunday.
Chasing 7-162, Gisborne was all out for 156 with two balls in the 50-over match.
Gisborne had Ballarat in all sorts of trouble after a top and middle order collapse, with the BCA losing 3-1 to be 5-43 and later 7-90.
Liam Mason and Josh Smith came to the rescue with a match-winning partnership.
They added 72 with Mason getting 36 and Smith 31.
Ballarat had to work hard with the ball
Tristan Maple snared 3-23 and Smith completed a big double with 3-29, including the match-winning final wicket.
The title comes in a carnival which was created to replace the cancelled Cricket Victoria Youth Premier League.
Ballarat qualified for the final after finishing in the round-robin games earlier this month.
