While the building has the capacity for 1000 staff, Regional Development Victoria has been unable to provide detail on who will move in when.
The government agencies that will move into the building have been confirmed - VicRoads, Service Victoria, Consumer Affairs Victoria, State Revenue Office, Department of Justice and Community Safety, Department of Education and Training, Rural and Regional Victoria and Regional Development Victoria.
Each tenant will have its own Workforce Transition Plan and will independently manage its transition timetable to the new building.
It's understood the departments will also manage what happens to their existing buildings.
A summer 2020 construction update provided through the RDV website notes the state government is "relocating and creating 600 ... positions to Ballarat".
"These positions will either be part of the Victorian Police Assistance Line or with a Government Agency or Department," it states.
"The Department of Justice and Community Safety's Consumer Affairs Victoria and Working with Children Check have commenced moving their offices to Ballarat, utilising temporary offices.
"To-date, this has resulted in approximately 100 new local jobs in Ballarat over the last 18 months."
It was also confirmed RDV is working with each department to make sure the transition and fitout complies with the state government's density limits and COVID-safe plan requirements, which includes layout and seating structures.
The VicRoads customer service centre, currently in Wendouree, is so far the only public-facing office planned for the new building.
"Progress on construction of Ballarat's landmark $100 million GovHub remains on schedule to be completed by early April and is anticipated to be ready for tenancy from then, subject to the relevant Victorian Government advice at the time," an RDV spokesperson said in a statement.

RDV was unable to answer a question about ongoing services being provided from the Doveton Street state government offices, or if an official GovHub opening date has been set.
There will also be more "modifications" to Armstrong Street North to accommodate the final construction phase.
