The new case was found in hotel quarantine.
It is the second day in a row Victoria has recorded no locally acquired COVID-19 cases.
The new cases take the number of active coronavirus cases in Victoria to 25.
On Wednesday, 30,261 test results were also received by Victorians.
Premier Daniel Andrews announced an end to the "circuit breaker" lockdown on Wednesday.
"Restrictions will come off, almost all of them, at midnight tonight. That is what we said we need and what we said will work," he said yesterday.
Changes include the four reasons to leave home and the five-kilometre restriction being lifted.
But masks will remain, while the number of people able to visit a home and attend a public gathering have been reduced.
