Standing at 194cm, the 22-year-old can play and guard the one through three positions.
He said he's excited to be in Ballarat and to play in front of a packed crowd at the Ballarat Sports and Events Centre.
"I'm excited, just ready to play basketball really, year off you're just itching to play," he said.
"(The venue) is amazing, I love it, can't wait to play in here."
Hickey comes to Ballarat after a small season in Sydney during 2020 because of COVID-19.
He said Miners head coach Brendan Joyce is a great fit for his development and NBL prospects.
"A lot of my circle, (when) I was talking to a few teams, they all pretty much agreed that Brendan would be the best fit for me," he said.
"He's hard, he's a great coach, his background, what he's done, he's achieved a lot so I just thought I could learn a lot under him. As soon as he called it was pretty much this is where I was going to be."
Hickey added that he will bring a lot of heart, athleticism and defence to the team in 2021.
He said he wants to be involved in the community as well as making an impact on the court.
"Being a proud Indigenous man myself I really want to get involved with them and also the wider community in Ballarat to inspire some kids from this town and hopefully see the sport grow even more," he said.
Elite teams manager Glenn White said he's excited to see Hickey flourish in his off-court role.
"We are looking forward to seeing Hickey play an active role in the community and provide a real positive impact locally," he said.
Hickey joins Zac Dunmore, Jordan Lingard, Daniel Joyce and Matt Kenyon on the Miners roster.
