Already a top fancy for Ballarat 120m dash at the City Oval, the state champion edged out Loryn Savoia is a tight finish in the Warrnambool Women's Gift.
Kelly clocked 13.539 seconds - just 0.067sec clear.
She ran off the back mark of 4m, with Savoia giving her plenty to chase off 13m.
Kelly will be the backmarker in the fourth heat in Ballarat.
Savoia clashes with Amie Mittiga and Grace O'Dwyer in heat two.
Kelly is a member of Ballarat Harriers.
SOUTH Australian Sebastian Baird (7.5m) took out the Warrnambool Men's Gift from Mitch Tucker, with Ballarat's Corey Baker third.
Baird is in heat nine in Ballarat on Sunday.
