Esteban has not been seen since he left his family holiday home around 3.30am on Sunday, April 11.
Acting Sergeant Ryan Newman, from Daylesford Police Station, said police had thrown all of their resources at the search.
Police and State Emergency Service volunteers have conducted extensive ground searches of the Daylesford area - in residential streets and around his property as well as nearby bushland.
The search effort has been aided by the police air wing, dog squad and drones.
There have been no sightings of Esteban since he went missing.
Acting Sergeant Newman said intelligence pointed to Esteban still being in the Daylesford area. Police are still treating it as a missing person's case.
On Tuesday police made the decision to scale back the operation, with the search effort now being managed at a local level through the police station.
Esteban is well-known in the Daylesford community and Acting Sergeant Newman encouraged people to keep an eye out for him.
"Lots of people in the community know him," he told The Courier. "We are heavily reliant on the eyes in the community and urge people to come forward if they see Esteban."
Esteban enjoys bird watching and fishing and has been known to frequent Lake Daylesford, Cornish Hill and central Daylesford.
In the unlikely scenario Esteban sees this article, Acting Sergeant Newman encouraged him to make contact and said any issues could be worked through.
Esteban had been holidaying with his wife and two children when he disappeared. He knows the area well, having visited it with his wife for about 14 years.
Last week, Esteban's distraught family described him as a family man. They said his disappearance was very out of character and that they were desperate to find him.
The family is extremely worried that he has been out in the cold conditions for more than a week.
He has also not taken his prescribed medication since he went missing.
"He is very well-loved by all that know him and we just want him home," his wife told The Courier last week.
Esteban left the home on foot. He is 182cm tall with a medium build.
He has a chronic illness - fibromyalgia - which means he has a sensitivity to light and sound.
The condition also causes extreme fatigue so he often needs to take rest breaks when walking distances. He also has a slight limp when he walks.
Esteban was last seen wearing blue jeans, a black 2XU puffer jacket and was carrying a green satchel and tan-coloured water bottle.
Due to his condition he also often wears glasses, a hat, earbuds and fingerless gloves.
Anyone who sees Esteban is urged to contact Triple Zero (000). Anyone with information about his whereabouts is urged to contact Crime Stoppers on 1800 333 000 or log a confidential report through www.crimestoppersvic.com.au
