While thousands of people attended the dawn service in 2019, with more than 1500 marching along Sturt Street and about 4000 attending the late morning service afterwards, current bookings are estimated to be at just 1400 people for the dawn service and 800 for the march and 11am service.
Ballarat RSL president Alan Douglass said while everything was going well on the RSL's end, he was disappointed with the early figures.

"I'm very disappointed with the numbers of the crowd because at this stage... tickets are still open if anyone wants to go online and get a ticket for a service," he said.
"It's quite easy to do. Just get on the City of Ballarat website, click on Anzac Day and fill it out and they'll email you a ticket."
While ticket sales were slow, Mr Douglass said he was pleased with the number of veterans that had registered to march, which he put down to last year's hiatus.
"Everything's going well. The marchers are all in place plus all the personnel for the services, they're all in place," he said.
"We've got at this stage about 250 marchers. It's a very big march. Normally we get around about 200 to 230. We're very excited with how the marchers have responded."
City of Ballarat Mayor Daniel Moloney said council expected a last minute push for tickets but hoped to avoid long queues at the dawn service.
"That's been the trend for pretty much every event we run in the city, that there is a last minute spike," he said.
"It's a really quick process. I did mine yesterday and it took 20 seconds. You put in your name and phone number and it's that simple.
"I think we all want to be there to commemorate peacefully and the last thing anyone wants to do at 5am is be in a big queue."
Free tickets are still available at www.ballarat.vic.gov.au/anzac-day while veterans can register to march with the Ballarat RSL until 1pm today by calling 5332 3300.
