Coach David Loader said it was a pleasing performance to challenge a good side but they ran out of puff in the end.
"Like most games, we've been in the game, we hold up relatively well defensively, we're not too bad around the footy, we just struggle to kick a score," he said.
Paige Scott and Zoe Larkins both kicked a goal each. Tahlia Meier, Lilli Condon, Nyakoat Dojiok and Stella Bridgewater were named among the better players for the Rebels.
The side now have to front up and play the Devils again on Sunday in the first round of the finals.
As the fourth ranked Victoria country side to make the finals, the Rebels face Tasmania who are the top ranked Victoria country side.
"Provided I think we can win and the players believe that then we're a chance," Loader said.
