The City of Ballarat is handling the project, which is calling for a pedestrian crossing on the western side as well as traffic signalling at the T-intersection.
Work "must be completed" by August 31, with a six-week construction period expected, according to the tender documents.
"The contractor shall make provision to allow the free movement of traffic through the works at all times practicable ... and shall not block access to any property or business," the documents state.
Traffic levels at the intersection are expected to rise sharply when the new local bus interchange opens, just east of the new multi-level commuter car park.
The car park opened in early 2019, while the Quest Hotel opened last year.
IN THE NEWS
The traffic lights were first announced when detailed plans for the Ballarat station precinct were released some years ago.
Eventually vehicle access from Nolan Street to Lydiard Street will be restored, according to Regional Development Victoria's project website.
The other main parts of the precinct upgrade, the bluestone Goods Shed retail and conference space and the public plaza, are expected to be completed by the end of the year.
