One of the cases was locally acquired - a primary close contact of an existing case.
Victorian health department officials said the man has been in quarantine during his infectious period.
The other two cases were recorded in hotel quarantine and bring the state's number of active cases to 51.
There were 30,843 test results received on Friday.
In addition, 17,800 vaccine doses were administered, with 886,507 jabs given in total.
It comes after the Australian Technical Advisory Group on Immunisation recommended that the AstraZeneca vaccine should only be given to those aged 60 and older.
